🇷🇺 Russia has signed military contracts with nearly 46,000 foreign nationals from 151 countries since invading Ukraine, according to Ukrainian authorities. More than 16,000 were recruited in 2026 alone, as Moscow expands a global recruitment network targeting foreign workers and migrants. Brigadier General Dmytro Usov, secretary of Ukraine’s Coordination Headquarters for the Treatment of Prisoners of War, disclosed the figures at the Crimea Global conference on October 19. ⚠️ According to Usov, Ukrainian authorities have identified 45,959 foreign nationals who signed contracts with Russia’s Defense Ministry, compared with approximately 28,000 from 138 countries reported previously. He said Ukraine possesses individual records including military ranks, identification tags and contract dates. Russia reportedly signed just 94 such contracts in 2022. For 2026, Moscow established a recruitment target of 18,500 foreigners, of whom 16,168 have already signed contracts, according to the Ukrainian assessment. Countries identified as contributing to recent recruitment growth include Indonesia, Peru, Sierra Leone, Burundi, Chad, the Philippines, Congo, Panama, Ecuador and Zimbabwe. Their inclusion does not imply that their governments authorized or supported recruitment. 🇰🇵 The nearly 46,000 figure excludes North Korean regular troops deployed under Moscow’s military partnership with Pyongyang. Ukrainian officials previously counted approximately 14,000 North Korean military personnel separately. The system combines financial incentives, promises of Russian citizenship and, according to Ukrainian intelligence, pressure on migrants whose legal status makes them vulnerable. Ukrainian officials say Russian authorities have used residency restrictions and administrative obstacles to steer some foreign nationals toward military contracts. Ukraine has captured foreign nationals from 59 countries fighting for Russia. In surveys of foreign prisoners of war, approximately half reportedly acknowledged knowing they were traveling to fight in Ukraine, while 47% said obtaining Russian citizenship was among their motivations. The findings complicate the distinction between volunteers, economically motivated recruits and individuals who may have been deceived or coerced. A military contract does not necessarily establish that the person entered service freely or understood the conditions they would face. For Moscow, foreign recruitment offers another source of manpower as the war continues to consume troops. For the countries whose citizens are being recruited, it raises questions about deceptive employment schemes, migrant protection and the ability of Russian recruiters to operate across borders. The figures are cumulative Ukrainian government estimates and do not establish how many foreign recruits are currently deployed, have been killed or remain in Russian service.
